A course of action would then agreed upon with a service provider.  This would include identifying any restrictions and limits on actions, chain of command (which would have to be very short), Immediate action drills, resources, and rules of engagement. 

As most businesses are driven by the bottom line this is the point at which companies start trading good for cheap.  This is something to be wary of.  Security comes at a cost.

Suggested rules of engagement, in general terms:

Commence hailing when a vessel fitting profile is first detected.  Be aware that in wider waters the pirates may be supported by a mother ship. 

Hail in clear in both English and modern Arabic (or Somali, if you prefer), a warning.

The warning should simply state that the unknown vessel must keep clear, that you are armed and will defend yourself if attacked.  Don't go picking a fight, you are simply preparing to defend yourself - if possible physically record the broadcast warning including time and date.

If smaller vessels are detected (radar, night vision), again broadcast a warning.

If necessary fire warning shots.  Attempt to identify the vessels, manouver to prevent them gaining access.

If the vessels approaches close enough that you are in fear of your life, or the life of another, and you cannot manouver away, then you may engage the target in a manner which may cause death. 

The first objective is to disable the craft, if this is not practical disable the crew. 

As they may be armed with weapons such as RPG's, which can be used like portable artillery, you may have to engage at long range (identify the threat, first).
