Debt Collection comes under the control of the Australian Consumer and Competition Commission (The ACCC).  However, they provide guidelines, not enforcement.  Licensing is a State by State issue.  Licenses are commonly referred to as Mercantile Licenses.  Some states have no requirement for this, and may group them with investigors licences (e.g. The Northern Territory).
